How awards like this usually work
A university award is normally assessed from the admission application itself — there is often no separate scholarship form. That means the decision that matters is your course application, and the scholarship follows from it. Deadlines are therefore the admission deadlines, which differ by intake and by department.
Whichever route applies, the funding still has to be assembled around the award: almost none of these cover the full cost of an international degree on their own.
Covering what the scholarship does not
Tuition is covered, living costs are not. Accommodation, food and local transport are usually the larger half of the total for an international student, and they start immediately.
