How awards like this usually work
A government scheme runs to a fixed annual cycle with a published notification, a separate application portal and, usually, a quota per category. Missing the window means waiting a full year, and the notification is the only binding statement of the criteria.
Whichever route applies, the funding still has to be assembled around the award: almost none of these cover the full cost of an international degree on their own.
Covering what the scholarship does not
A fully funded award still leaves gaps in practice — the visa fee, the pre-departure costs, and the months between arrival and the first stipend instalment. Plan for those before you fly.
